The Big Return To Cairo , The Big Return To Power

President Mubarak is expected to return back to Cairo and to resume power for real tomorrow insh Allah Sunday the 11th of April 2011. Mubarak is expected to resume his responsibilities in a powerful way , rumors circulating that he would issue very important presidential decree that would affect the political life in Egypt in the critical coming months.
These decrees are expected to be :
  1.  Replacing the emergency law with the terrorism law.
  2. Appointing a vice president
  3. Holding a huge ministerial reshuffle
1- Replacing the emergency law with the terrorism law is something expected because already it is just matter of days and the emergency law will be expired and has to be renewed . Due to huge international and local criticism the Mubarak regime has to change it. For publicity reasons only the regime is going to change the name of law from emergency law to the terrorism law which is worse according to experts. The terrorism law could be very useful in the coming elections seasons.
2- Appointing vice president is the faraway promise we always hear about in Egypt , for he will not be Gamal Mubarak and he will not be someone unknown , he will be Omar Soliman for several reasons :
            a) Mubarak needs someone popular than his son to stand against Mohamed ElBaradei locally , Soliman has got it.
            b) Mubarak needs now more than anything the army support , unlike Gamal Mubarak , Soliman has got it
            c) Mubarak needs someone the west will not refuse , ElBaradei has got it especially with his liberal ideas but also Soliman has got it with his security experience in the Middle East.
Of course if Mubarak appoints Soliman as a vice president then we can say bye bye to Gamal Mubarak regardless of how Soliman appears faithful to Mubarak and his family , the throne of Egypt is attractive plus the army is on his side. Mubarak needs a powerful rival in front of ElBaradei and surely his son is not that rival with what he lacks from experience and acceptance. Both ElBaradei and Soliman have what the other lacks. ElBaradei is civilian who was not part of the Mubarak regime where as Soliman is a military who has been a powerful part of the Mubarak regime. Regarding Soliman and ElBaradei I would like to share this interesting Op-ed by Webster Brooks.
3- Holding a huge ministerial reshuffle and changing lots of the ministerial old faces including Ahmed Nazif have been always a circulating rumor before elections but this time , we can have a real ministerial reshuffle due to two facts which are People have enough from this cabinet and Changing the cabinet is needed for the critical coming period.
Nazif Cartoon
What makes me feel that this rumor is real is that stupid cartoon in official Akhbar Al Youm today.

Nazif telling Safwat El-Sharif and Gamal Mubarak the following :
Every time I see together , I worry because the NDP is the one that made people know freedom where their voice is loud and I am the one who is paying the price !!
This silly cartoon is the idea of Akhbar Al Youm chief in editor Momtaz El-Kut. Of course it is interesting to see Gamal and Safwat together as they are reportedly represent two different teams in the NDP : Neoguard and old guard respectively  !!
Anyhow it is just matter of hours and we will see what is going to happen.

  4. Well, don't be duped by Western propaganda: while Egypt's actual handling of emergency powers may be harsh, practically all OECD countries who pride themselves as being "under the rule of law" have terrorist acts equally as harsh, cf. Britain's "Offences against the State Act" or US legislation after 9/11.

  5. @CrisisMaven: but in the West you have so many players who could in a way insure that these laws wont be abused and when abused will blow the whistle on the gov, the same is not true for Egypt and there are evidence on how such laws are abused on purpose to quash opposition
